Official figures on public spending on health care as a share of gross domestic product appear to be quite low by international standards. This has given rise to the belief that government health care is either a great bargain or excessively frugal. In reality, official figures are seriously inadequate. Given a more complete financial accounting, Hong Kong is not far from the health care spending levels of the advanced countries. -- from back cover
