While vital and health sttistics indicate that the Hong Kong population is extremely healthy, however, available evidence suggest that government health and medical programs should not take primary credit for these positive results. Official figures on public spending on health care as a share of gross domestic product appear to be quite low by international standards. This has given rise to the belief that government health care is either a great bargain or excessively frugal. In reality, official figures are seriously inadequate. Given a more complete financial accounting, Hong Kong is not far from the health care spending levels of the advanced countries. -- from back cover
